"This report presents the findings from the Key Elements research conducted by MORI (Market & Opinion Research International) on behalf of the Home Office. This project builds on the research conducted throughout 2002/2003.
The purpose of this year's Key Elements document was to build on the foundation of knowledge that was gathered in Wave 1 during Spring 2003. Using the findings from the previous wave, the Key Elements tool has been tightened and there is a greater balance between the collection of quantitative and qualitative information. Particular areas of investigation include overall progress, partnerships, achievements, substance misuse prevention work, and general project information such as the demographic profile of participants."
