New Labour set up the Social exclusion unit (SEU) soon after it's accession to government in 1997 and charged it with reporting on;
"how to develop integrated and sustainable approaches to the problems of the worst housing estates, including crime, drugs, unemployment, community breakdown and bad schools etc."
As a result of making it's report "Bringing Britain together" and subsequent to it the SEU set up 18 Policy Action Teams in 1998, to look in an integrated way at the problems of poor neighbourhoods. Each Team was made up of officials from Government Departments, experienced practitioners and academics.
The Policy action team compendium represents the summary findings from each of the 18 policy action teams. Sport and the arts were investigated by policy action team 10
