This progress report captures the extent to which culture and leisure have become part of the neighbourhood renewal process.

PAT 10 recommended changes for the DCMS non departmental public bodies, which distribute exchequer and lottery funding, and for other departments and organisations.

This report documents and synthesises the progress up until 2001. It reflects on the progress made and attempts to develop the theme of the contribution of sport and the arts in terms of social exclusion, learning from the reactions to the suprise that was a feature of sport and the arts being invited to the policy making table in 1998.

This document provides a useful synthesis (but not too much rigorous critique) of policy, previous documents, ideology and practice and summarises what went prior to 2001 in terms of sport and the arts' function in a wider social context.

The document is a four star summary of UK sport policy from 1998 to 2001, a hidden treasure, well worth the 84 pages it's written on.
