Policy Action Team 10 (PAT 10) and 17 other Policy Action Teams were set up, in 1998, to look in an integrated way at the problems of poor neighbourhoods. Each Team was made up of officials from Government Departments, experienced practitioners and academics.

PAT10 focuses on the contribution that sport and the arts can potentially make toward neighbourhood renewal.

Since 1999 the PAT 10 report and claims made for the contribution of sport have been the framework for much research and professional practice. It has been the glue that has bound [community & academic] sport development together.
