"In January 2001 the Sports Council for Northern Ireland invited a panel chosen from all sectors involved in youth sport to examine the current position of young people in sport.
What emerged was a testimony to the insights of the original strategy [1993] and to the commitment of those who have worked it since then. However it also became evident that a number of issues require to be addressed in order to:
- sustain the current programmes;
- extend them to all young people;
- take account of changed circumstances in which our society now operates.
The publication of Young People in Sport in 1993 was a response to the decline in participation amongst the school-aged population. The strategy proposed was based on the view that schools are the critical location for introducing and developing sport, where it serves both as an extension of the compulsory curriculum in physical education and as a gateway to sport outside of school."
