"Young people make a huge impact on the levels of crime and disorder at the neighbourhood level. The evidence suggests 40 per cent of crime occurs in 10 per cent of neighbourhoods and up to half of the neighbourhood crime is committed by young people. 70 per cent of the police's time is spent responding to calls about youth nuisance and about two thirds of the young people who go on to become regular members of the criminal justice system are growing up in these neighbourhoods."
