Providing for Sport and Recreation Through New Housing Development

"In a time of increasing demands on existing public funds, sport needs to look towards different funding opportunities to help provide for new community sport and recreation facilities. Sport England considers that new housing developments provide the opportunity to fund new community sports and recreation facilities.

Many local planning and leisure departments have yet to take full advantage of the powers and guidance available to create effective patterns of sports provision in conjunction with new development. This guide seeks to help local authorities take full advantage of these benefits from new developments, and in doing so, help provide for the sporting needs of these new communities in their areas.

This guide replaces [Sports Council] 1993 advice in "Planning obligations for sport and recreation – a guide for negotiation and action", and is aimed at planners, sports development and leisure officers, developers and others involved in the housing development process.

It gives advice on how sport and recreation provision can successfully be achieved in conjunction with new housing. Emphasis is given to:

  • pursuing a strategic approach at local authority level;
  • the need to link the corporate strategy and Best Value work of authorities with the
  • process of negotiating new and refurbished sports facilities;
  • joint working between sport and leisure professionals and land use planners within authorities; and
  • the provision of good quality local justification for what is sought from developers and other applicants for planning permission"
