Talent identification is still a very imprecise skill, particularly when dealing with young children (Rowley, 1995). European approaches to giftedness in sport vary considerably. There have been disturbing examples of what amounts to child abuse (Ryan, 1996) in gymnastics and ice skating.....

It may therefore be instructive to discover how another country with exactly the same population as Scotland (5.1 million) is dealing with specialist provision.
