A shared vision, a framework for opportunity and real achievement - in short, a strategy for sport - must be the goal of all those to whom sport and recreation really matter. There has never [at 1997] been a strategy for sport in England; this document sets out the vision, goals and targets to which we should aspire.

Of course English sport does not, and cannot, exist in isolation. We must consider the wider and changing context of sport at the UK and, indeed, international levels. Success in sport by English sportsmen and women provides a great lift to the nation, but we should be justly proud of English contributions to British and European achievements.
