"The Department of Culture, Arts and Leisure (DCAL) was formed as a result of devolution as a new Department which, for the first time in Government in Northern Ireland, has created a focus for culture, arts and leisure.
In Northern Ireland the District Councils have a statutory authority under the Recreation and Youth Service Order to provide for sport and leisure. They also have important regulatory and development powers that can enable action plans to be developed and delivered. In addition, the Best Value initiative has an overarching aim of promoting the cultural well-being of an area.
This guidance is intended to embed the work undertaken at local level by District Councils, enabling them to deliver on their objectives for the creation of Integrated Area Plans."
