In 1999 New Labour introduced a number of measures attempting to both modernise and improve local government, as set out in the Department of Environment, Transport and the Regions' (DETR) White Paper Modern Local Government, In Touch with the People. Central to this is 'Best Value'. The Local Government Act 1999 placed a duty on local authorities to provide Best Value services and came into force on 1 April 2000. Compulsory Competitive Tendering (CCT) legislation was repealed on 2nd January 2000.

This document is the complete compendium of Sport England's "Best Value through sport" publications aimed at a cross section of local and regional government institutions to lobby the case for the "extrinsic" value of sport under Best Value.
