This document is a brief summary of the Audit commission's AC Knowledge – Learning from Audit, Inspection and Research: Sport and Recreation in 2001, an Audit of sport and recreation services in local authorities in 2001, in it they write;
"Inspectors have found that if local authority sport and recreation services are to be used and valued by local communities, then authorities need to do much more to identify community needs. They need to know who potential service users are (including non-users and underrepresented groups), understand what is important to the different communities and then prioritise the delivery of services to meet the greatest need."
